Advice for setting community rules in a heated sub

Hi, I'm likely going to be stepping in to help mod a sub that has run without mods for a while. There has been a recent outcry that has highlighted dissatisfaction in the community on the content and users flocking there.

There are currently two pre existing rules that are both being broken.

So, my plan (if I do become a mod there) was to get the community to create a new set of rules and then enforce them. I imagine not everyone will be happy which is fine. Is this the best first step to re-establish order? Thoughts, advice, other steps?
