Limit link sharing based upon comment karma from local sub-reddit

Hi,
If I click my profile, I can click "show karma breakdown by subreddit" and see my karma break down on a per-subreddit basis, divided by karma from Posts and karma from Comments.
Two questions:
- Can I see another user's karma break down by subreddit, divided by posts and comment karma as well?
- Is there a way to use automation (AutoMod?) to limit posting links based upon Karma of the user in the local sub-reddit?
