Reporting a user to Reddit admins

A user has reported to us an interaction is above the 'pay grade' of a subreddit moderator, in that it involved a dialog proposing illegal activity.
How can they report this user to Reddit admins? The help pages seems to do everything it can to prevent you from reporting a specific user.
