Set Minimum Account age and Karma Question

Seems am running into a problem and not sure how to fix it.
I've setup minimum account age and karma on the automoderator config page and when I go to test it with using new Reddit account with no karma seems am still able to join and post and the automodrator is not stopping the new account from doing so. Here is the rules I used.
