How do you permalink to a half-composed message?

I'm not sure if this is the right place, but in my subreddit, I need to be able to link to a pre-written message. What I mean is I need to be able to post a permalink in the wiki that will link to a message with a prewritten subject line and an outline for the message body. I know this is possible because I saw it a while back, but now I can't find that, and I can't find how to do it.
