how can I set a limit on who is posting in the community?

I want to set a limit, so new account, under a month old can't post. Also I want to do a verification system, so anyone who wants to join will have to verify. How can I do those things? The purpose is that lot of scammers and selling contant people won't be able to post and ruin the community.
