Brother was shadowbanned and we have no clue why

So I have been playing MW with my brother, dad and stepmom for about 6 months with zero problems. The other day anytime my brother was in our party we would get 350 ms ping and unable to find a match. If he left, we would all be able to play again. He believes he was shadowbanned and none of us even knew what that was or why he'd be banned.

He's far from a cheater and has just as many great games as garbage games just like the rest of us. Is there anything he can do? This is literally the only thing we can do to connect with one another as we all live across the country.
