How to fix high CPU usage and low FPS

Hey all, I've been dealing with high CPU usage and only around 50-60fps in and out of games. I was wondering if there was some sort of trick that anyone has discovered or a set of settings that they use to help? I have a GTX 1080 and a Ryzen 7 2700x. I would think these specs would be sufficient enough for better performance. I'll put some settings I have enabled down below:
- Display Mode: Full-screen Borderless
- Resolution: 1920x1080
- Render Resolution: 100%
- Particle Quality: High
- Particle Lighting: Ultra
- Texture Resolution: High
- V-Sync: Disabled
- Framerate: Unlimited
- Anti-Aliasing: Filmic SMAA T2X
- (Both) Motion Blur: Disabled
