Need clarification on how to use washes

So I'm getting back into building models after a very long delay. I've watched plenty of YT videos where modellers first paint the wash over, say, panel lines of an aircraft's fuselage, and then wipe it with a cotton bud.
I have a model painted with acrylic paints, and I have an enamel wash. Do I paint the model's panel lines with the wash, wait for the enamel to completely dry and then use a dry cotton bud to "scrub" it off? Or do I need to do that while the enamel is still wet? Or do I use wet cotton buds?
I'll post some pictures once/if there is something worthy of showing :P
