"Attention. I am Commander Nyne of the RRR. On behalf of the New Republic I have been instructed to compel you governor's surrender.

The New Republic recognizes the right of self determination, but it does so with the requirement of a mandate of the people.

Your Governor has not sought an election to establish the mandate of the people nor any other means to verify that position, instead he has refused all communications with our New Republic, even for the most basic of negotiations to remove civilians from possible combat areas.

We do not wish to starve the citizens of Metalorn or force them into undo-hardships. But without communications with the Governor we cannot even set up humanitarian missions to maintain food and medical supplies.

Please inform your government to establish contact with us. We do not seek the suffering of the people of Metalorn, and should there be shortages, the fault will not lie with us, as we intend to maintain food and essential goods shipments through the blockade, the only one stopping us, is the government of Metalorn."
