-All FSF Planetary governments are to immediately evaluate their stability

-RRR military Command requires accurate numbers within 24 hours,

-A joint peacekeeping force is being assembled and will be on standby for FSF planets.

-Unstable governments are to take corrective measures immediately.

-Civilian life must continue as normal,

-FSF governments are to set up comfortable camps for refugees and segment them from the general population for the immediate future

-Public policy of Refugees is anyone fleeing Jelucan is welcome regardless of rank, but refugees will be monitored in the camp for the time being until the situation settles, to determine if they are infiltrators or Criminals
