Hall of Fame Rule Changes I Think Should Be Implemented

With Hall of Fame voting coming up soon, I was thinking about some rule changes that could help more people be inducted, as well as add more credibility to who gets in. Here's what I've come up with:
- Include stats from other highest levels of MLB. As international signings become more prominent, and with Negro League stats already being applied for VC candidates, I think it's important to show the broad range of baseball by implementing stats from MLB's international counterparts, such as the NPB. This would, for example, boost the credibility of Ichiro's and Ohtani's cases, as well as make it much easier for a player like Kodai Senga to be inducted; it could even be a help for MLB players who spent time in other countries, like Andruw Jones. Of course, the minimum will have to be that they play in the MLB for the minimum required seasons in order to indicate that the HOF is for American baseball foremost. Speaking of which:
- Decrease minimum seasons requirement from ten to seven. As WAR7 and by extension JAWS become more prominent, I think it's important to become more lenient on the longevity side of things, focusing less on that and more on dominance. This will help boost the case of players like Buster Posey or, retroactively, Tim Lincecum.
- Create a stat for utility players. As closers become more recognized in large part due to the Saves stat, I think the same needs to be done for their offensive counterpart to increase awareness - and by extension eligibility - for them as well. The addition of Silver Sluggers for UPs this year is a step in the right direction, but I think we can go further.
Any thoughts? What would you suggest be changed?
