I want to get into miniatures and painting, but I have no idea what paints to buy

I have some W40k Necrons that I painted about 4 figures of with Apple Barrel and never touched for a year or so. I want to strip them down and buy all of the proper tools and paints to make them look great! I got on the Citadel paints website, and there are so many different kinds of paints (base/dry/layer/contrast/shade) and they all sound useful, but I don't know which kinds I need (or what brushes and other tools I need for that matter). Does anybody have a checklist I should go over? I don't plan on cheaping out on materials this time, but I can't get too crazy as I am still on a small budget (I can't buy an airbrush or anything like that for example)
