Help me improve, my paint dilution still sucks

So i been painting for a bit over a year, and while I feel im not a beginner anymore, I dont feel im advancing. I still struggle a lot with paint consistency, I either have a good flowing paint but a chalky finish, or super covering paint. I also feel im stuck in the learning curve with not a general direction of what to do next except to keep painting. What could i do to improve my painting in general?
Im attaching the last thing im painting so you can see my current level and critizice what I could be working towards, also not sure how important it is to mention but im using Vallejo paints, diluting with water (should i use a medium as a beginner?), and using a homemade wet palete
