Governor delete help

The governor had a black plastic rod that held this in place, now that I have token off the governor there’s no where to place this. What did u guys do to hold this in place. I tapped the hole so I have a bolt that goes in there but if I tighten it all the way the governor arm won’t be able to me. Any help is appreciated
