Allow hanging lanterns to be lowered/raised

Now hear me out before you say it's already been suggested; I've seen posts suggesting lanterns should be able to hang from iron bars, and I've seen posts (x) (x) suggest chains be their own individual block.
However what I suggest is something else: By right-clicking a hanging lantern, it will be lowered by 1 block, and by right-clicking any point of the chain, it will be raised back up by one block as well.
