Allow shift+space at the same time to slow down flying

Slowing down flight using shift was removed as a bug here. The ability to slow down during flight is a very helpful ability in creative mode as it allows for a little finer control on places where placing blocks precisely is needed. In 1.9, the current system is that pressing shift does not slow you down and makes you descend.

I suggest a method for slowing down: that to slow down, you should press shift space like one does in 1.8, and the effect will be to slow you down and keep you on the same y-level just as it did in 1.8. However, if you let go of space and keep shift, it should just bring you down at normal speed again.
