Cut up machine guns. What can be done with them?

I keep stumbling on automatic weapons with cut receivers and barrels at guns shows, auctions, online, etc. Living in the US, what can be done with these legally? Can they be made into autos again? Do people weld them back together? Who is legally allowed do that? Can they only be made into semi-autos?
