Are hex receivers weaker?

Talking to the cool old dude that owns local pawnshop that always has dope milsurps on the rack. We were talking about mosins and my looking for a hex receiver mosin and his words were “you’ve gotta be careful with those hex receivers. You can’t shoot full power loads on them cause they’re older”. Is this true or fuddlore? The guy seemed very knowledgeable about a lot of things we talked about but this is something I’ve never heard.
