People that wait for a "what?" before continuing their story

Do you also hate people that start a sentence with "you know what's funny?", or "You know what happened then?" and never continue to speak if you not ask "what?"? My father is someone like this and it drives me crazy. He will not talk about the subject, not talk at all if you won't ask him to continue.
But he loves talking, can't shup up for 30s. Eating dinner is never quiet, because he will always mumble some stuff, says "yes, yes" or "that food is good" every minute.
