This isn't my property. If it was, I'd probably be a bit annoyed. But because of the fence, I wouldn't be worried about it encroaching on the property line. I'd property do as the initial person said and hang some plants off it. I'm not sure about vines, though, as they could damage the pergola. And I'm not a lawyer, but that may cause issues.
Well, there is a huge reason to get worked up over something like this. Say, for example, a neighbor made a new fence that encroachs over your property line by a foot. If nothing is done about it for a long period of time, the neighbor basically gains that foot of property.
Now, obviously that doesn't apply to this situation. But the general premise is that it's a good idea to stop these types of things before it causes you issues down the road.
Also, as someone else mentioned, this probably wasn't done with malice. It was probably an accident.
Man, you guys suck as neighbors. Is your life really that bad you feel someone infringing on a foot and a half of your airspace worth causing conflict over?

I love this idea. Sure, the neighbor is an asshole for this. But this would be such a good use of the situation. They'll look nice from both yards, and the neighbor who owns the pergola can either deal with it or take it down. Win-Win
