Why won't windows security immediately recognize another security package is already installed? Even though my AV is up and running when I boot up, if I check windows security right away, it gives a spinning wheel las it looks for my AV. It takes 2-3 minutes to find my AV software.

Even after it finds the other AV, windows doesn't turn off periodic scanning. This happened on two different computers using Windows 23H2, latest update and has happened with both Norton and then Bitdefender installed (separately) as my security software. Defender is supposed to know when you have another AV installed and turn itself off. For my computers, it doesn't. Why can't Microsoft fix this issue?
