Are Buy/Sell taxes fixed or variable, and how do I check them?

Read through the white paper and it appears to be 2% buy, 5% sell tax. Other source said 2% buy, 12% sell. Does it vary or is the other source incorrect? Also, if it is variable where can I find this out?
