Is lower ec for lower quality plants?

So I have been following the internet in cutting the manufacturers feed by 1/3 to 1/2 over the past year and have gotten shitty results. I was never able to understand why my plants weren’t getting bigger until I dialed in my fertigation and started feeding about 1/3 over the recommended dose from floraflex. All of the cuts I run are cultivars from a local dispensary. Just curious because I am kind of pissed I wasted my time trying to follow these guidelines. Is it for lower powered lights too?
