My seedlings seem a bit stunted, day 9

Sorry if this seems dumb just trying to get a few tips to get back on a forward trajectory w my grow
1, 2, 3 are different seedlings
I've had my light on a 24 hr cycle pretty new at this still
I just water when I notice it starting to get dry and I poked holes at the bottom of my cups so any excess gets drained
