Just want to make sure I'm getting the right number of lights per rack/shelf

So for each rack, should I have 1 or 2 lights? Let's just assume I get the typical t5 leds (20w and 6500k) and each rack is 48 x 24 x 80 in inches. This means a 2'x4' growing area for each shelf. I've head t5s give a 2x4, but I don't want leggy microgreens

Does it change anything if I'm planning on putting 2 racks next to each other? So technically a growing area of 4x4 on each level of the shelf.

I do worry about power draw per rack, anyone else grow in their home/apartment and can give me some pointers on not shorting everything out?

I know there are a lot of questions similar to this, but I guess I just want a more direct answer spelled out to me.
