Why didn't we sign Russell Wilson, Joe flacco or a handful of other QBs as backups?

This team and organization are a complete dumpster fire and heads need to roll, but can someone tell me why we didn't think it might be a good idea to sign a Joe flacco, Russell Wilson, Justin fields or a handful of other guys to be our backup QB behind the most injury prone starting QB in the league, for next to nothing?
