Deal with the Baron (Exodus)

In Metro Exodus, I'm in the desert at the stage where we have to steal a fuel tank at the fortress. The Baron tells us to come meet him peacefully. But halfway through the fortress, the guards started shooting at me, and the Baron said I chose not to take the deal.
My question is : is this scripted or did I do something wrong inadvertently?
