White stain in bubble, not the good stuff…

White stain, its been there for a minute now, nothing ive tried seems to make it budge. Ive tried alcohol, acetone, ammonia, HCl acid, vinegar, torching, dish soap, im probably forgetting other ways ive tried but yeah, anyone know what it is or how it mightve got there and how to clean it?
(Yes i know tHeYrE fOuR dOlLeRs but i wouldnt be asking if it was practical and easy to go out and grab another)
