Think about it, it makes perfect sense. Once they build a much greater understanding and comprehension of everything meth related, including tracking down the main supply (T2d), putting undercovers in smoke shops, gas stations, rent houses or apartments in sketchy neighborhoods and live undercover acting like one of us. They will take a page out of Walmarts playbook when they let someone shoplift over a dozen times, that person thinks they are the best booster ever, in actuality, they have been caught every time, just racking up charges.

The law will do something like that, but on a grand scale, sitting, waiting, like the soldiers in the Trojan horse, just waiting for the right time to try to win the war that the6 have been miserably losing for over 60 years.
