Is there a difference between a meth user and a meth head?

I've only ever referred to someone as a meth head if they're visibly either on or addicted to meth. If there were no visible signs to an observer, perhaps even just to a casual observer, I wouldn't consider them a meth head, even if they used daily; I don't know if that's an excepted distinction. Obviously one can slip into meth head-ism and the line is kinda subjective I guess.
