I have not been able to unlock the Huey scene after mission 43.

I have a full bond with quiet, I am not using the butterfly emblem, I have completed mission 43, I have also done all of the important side ops, I've even repeated missions, Quiet is also not in the sickbay, I've listened to all of the yellow tapes. I don't know what else to do.
