Is it bad anatomy or is it an art style?

This sub has a ton of posts about bad anatomy and though some are warranted, other times they are taken out of context.

If everybody in a comic has long arms and a three-foot wide torso then it isn't right to single out the woman that looks like that as if they only gave her those dimensions. This also applies to cartoons, fan artists, and anime. This doesn't really apply to the art/artists striving for realism but missing the mark.

Some of you might be thinking that it doesn't matter if it's an art style, but I don't see many/any posts destroying the anatomy of the women on cartoons like Rugrats(necks were as thick as their fingers). Could it be because of the art style? Or because I'm old?

Now if you want to knock a whole art style that's fine, but at least throw some men's pics in there because it just makes the artist you're disparaging seem like they have a vendetta against women specifically.

When you see that bad pic and you want to post it here, please just check if the men look like that. Or don't. I'll never know.

TL;DR: Do only the women in that comic/show/art look like that anatomically or do the men look like that too?

To clear up any confusion, I'm not referring to breasts or privates, I'm referring to the rest of the anatomy.
