Why do trains stop and block traffic?

Does anyone know why trains stop and block traffic? This one is currently stopped blocking traffic at Highland, Patterson, and Goodlett. It’s been blocking Patterson and Goodlett for 10 minutes but even longer at Highland. Couldn’t this be problematic in the event of fire trucks, police, or ambulances needing to get to someone?

It’d be so nice if the city of Memphis or state of TN would spend money to either have roads built above or under the tracks.
