What do I have to do to get the city to pick up my recycling bin?

like y’all gave me the bin. i’m using it like a good environmentalist. i put it out there with the trash bin every week and every week they just ignore it. I was told I need to call and confirm the sevice for my residence but one of my housemates says she already did that. they picked it up a couple of times when we first moved in. now they haven’t picked it up in several months.
