Post-storms, traffic lights were out. Nose was poking out of intersection, and someone hit me. Fine seems sketchy?

So, was driving to work - and the lights were down. I was trying to look to my right, and my nose stuck out slightly, but I was stationary. A woman came through the dark intersection at full-speed, ignoring the fact that traffic was in chaos, and took the front end off my car. Nil injuries were sustained.
Vicpol arrived and handed me this. I thought the description sounded a bit flimsy. Any thoughts?
