Can someone please explain the West Gate Bridge lane closures when there are no active works?

Over the last couple months I've been on the West Gate Bridge quite a number of times during the morning/evening. I've noticed that when the signs show the right 2-3 lanes will be closed with an X and the other 2-3 lanes will be 40, more often than not, there won't be a single piece of work actively being done on the bridge itself. There never is any traffic control of any sort. The signs open back up to 80 directly after the bridge.

What's worse is that I notice a split in drivers trying to obey the signs and those that (probably) think it's another false sign and just go the regular speed limit. One morning it caused its own mini "peak hour" on the bridge itself.

So is there a miscommunication between those that control the traffic and overhead signs? Do the previous road works on the lanes require lower speed over a certain period to "cure"?
