SSI, Medicaid & Medicare

Hi, This is for my Mom and Dad. My dad is a US Citizen (26 credits) and Mom is green card holder.

So my dad qualifies for SSI and Medicaid, but I am not sure about Medicare. But my mom not being a US Citizen does not qualify for Medicaid or SSI nor Medicaid.

So what can I do to make sure she is covered for Insurance? She is enrolled in Obamacare but she has to work. If she works, then my dad gets disqualified from Medicaid? So basically either one of them gets disqualified no matter what?

I am trying to understand what can be done to have both of them covered? My dad is 81 and Mom 72 (Cancer Survivor)
