Seeking Clarification On Changing Plans

Trying to better understand information from another thread.

I was on one Dual SNP plan for the first part of this year. There was an eligibility issue and I was dropped on May 31. No MA coverage for June. I got the eligibility issue resolved and went on a different Dual SNP plan effective July 1st.

The confusion:

I've been told if you are on a DSNP plan and get LIS/Extra Help, you can change plans quarterly.

Since I started this plan on July 1, can I change plans effective September 1st, or October 1st?
