Permanently Cold Hands

For the past year or so, my hands have ALWAYS been cold. I usually have a pretty high tolerance of the cold, but the temperature of my hands has reached unbearable levals of cold recently. It's gotten to the point where gloves do not help any more, and my hands are numb from the cold within half an hour of being outside. The surface of my hands is not cold to touch strangely. Any advice would be greatly helpful.
