What is this, eczema

Okay so about 3-4 days ago on my (20 m) arm, I’ve had stuff like this pop up before but it’s never itched like it has now, also noticed two “dots” that popped up on my hand about 2 days ago my mom thought it was from a wristband I had on my wrist, but it still hasn’t gone away, just curious because I have dealt with eczema before but not in a looong time like since I was a kid
