Is this some sort of rash or underlying condition?

For context. This happens a lot when it’s cold outside. But my hand feels a little swollen. But not really. The picture doesn’t help but it’s mainly just red around the knuckles and fingers. Palm and arms are fine. No rash anywhere else.
