Should I use sunscreen in winter?

I am dark skinned and I am curious if I should be using sunscreen in winter. I am told that I have vitamin D deficiency in winter so I thought that it would be best not to use it. However, a few of my friends have been suggesting that I should use sunscreen regardless of the season.
