Rust and peeling paint??

so I’m having little rust spots on the vehicle , specifically near the fender. i was going to get some rust stuff from autozone and spray on . Though i was told that i’d have to repaint?

I also want to know what’s happening with the second picture?? it looks like the paint is peeling but there’s another layer underneath?
