Got back from inspection, everything seems good, can you tell me if i can fix these things at home ?

Im fixing the manifold leak with a repair kit - just tightening the part with a plate and bolt.
What about the park brake pivot seized - is it something bad ? Asked for quote and got 1200 - 1500 CAD, I cannot afford that much, is that something i could fox at home ?
Rusted and thin brakes - i did not get much info about what exactly is rusted, just that it should be replaced in the following months. But thats a simple replacement.
Also he didn’t mention it and I forgot to ask the mechanic. my ac does not blow cold, the ac rotor is spinning, fan is spinning, what could it be ?
