The decentralized nature of it is adds a level of complexity and conplication that just isn't worth it to all parties. Feds don't want to be liable for protecting assets a bank has to be trusted to take care of in an area that by its nature is convoluted and complex. Adding to this, it's infrastructure that is outside the walls of protection by a bank who has security systems in place. Setting up security within block chain is either worthless or ungodly expensive and tedious. To act like bad actors don't be able to steal it is to ignore the flaws that block chain has with its model.
