Advice for a beginner (2nd fermentation?)

My first attempt at making mead. It’s a spiced pear recipe I found. After about 4 weeks the yeast seem to have slowed/stopped. When I made it and added the pears (blended), honey, oranges and raisins, there wasn’t much room for water. I was thinking of doing a second fermentation but transferring to a bigger bottle and adding more water. 1) is this a good idea? 2) how do I know how much water to add? 3) should I add anything else?
