Next Rev Portals

Instead of having a mad dash to one of the few portals at the beginning of the rev and having land disputes could we please have user created portals next rev?
I think they would need to be lit by a mod to avoid griefing and I both over-world and nether portal should be created and verified to match up before being lit.
As long as portal distance and location is considered before being lit, there shouldn't be any problems.
