How does it take your gen 4 to warm up?

My 21 will only reach to the top of the blue during idle, when driving it takes 20 to 25 minutes of driving to get to temp. It will start dropping when I come to a stop then when driving again it it’ll go back to temp. Then when just idling it will slightly drop again, normal? Pic I took is after 30 minutes of running, like 25 of driving
