Gang wars. Advice on running smaller battles and scurmishes

Hello First time poster here.

So a few months back i introduced a villian in my weekly campain, A big time crimelord who has control over a majority of the citty that one of my PC is from. Long story shot BBCG (Big Bad crime Guy) kidnapped the players, tricked them into delving a dugeon to clean up one of his messes which nearly tpk'd, then returned the PC's brother (Short a hand btw) begrudgingly. Well my player decided "F dis guy we want to kick his ass and free the city." So my player started plotting and gathering alies.

1 has 2 squads off dragonborn mercs.

another is a fast friend with another of the crime lords. Has convinced 3 of the 5 smaller syndicates to come a talk of Bosses.

so heres my real question... How do i assigin units/troups. how many should each player control. how big should these units be? Whats a reasonable BR? Any tips/idea/sugestions?

BTW i have read Unearthed Arcana: Mass Combat, [Monster] The Book of Hordes - Rules for Mass Warfare, watched Warfare by Matt Colcolville
